I think maybe it has to do with hitting shift (to sprint) around when I hit tab to enter Scanner mode. Maybe it's a steam overlay interaction issue? I am currently unable to progress in a story quest because I am suddenly unable to draw my weapons, hack or even change equipment. I think the game believes I am still in a cutscene. I reloaded back to the start of the quest but still stuck. I might have to reload even further back but I'd rather not lose progress.
